I also have not found this place near Kostopol. Of interest is the place name Pelsa near Dubno according to http://volhynia.com/dai/1539.html

This village is south southwest of Dubno and shows on maps as Pelcza. I know this is not a good match for the story but it is the only one that I could find. Does it fit the distance that you seem to have found?
