Yes, I got the document. It reads:

Adolf BALKON, son of Gustav BALKON and his wife Julianna GIGGER (HIGGER?) in Helenow, Uyezd Vladymyr-Volynsky, born July 11th 1909

Issued by pastor TORINUS in Vladymyr-Volynsky on June 3th 1914

Would you please ask your brother to make a scan of this document? The photograph is not that sharp and we would like to have the russian signature of pastor TORINUS and maybe the church seal for our wikipedia.
